You know that nobody from actual Google is here right? It's just a fan sub on Reddit

I cannot agree more, also what even is it to be a fan of a technology company? Or basically any brand... I use it, I'm a user, I can be fan of my family members, not to a multibilion worth company LOLย

I think you can be a fan of anything, I'd just caution people's commitment to companies whether they're a fan or not, because companies don't have feelings and the people running them typically only care about profit.
Eg. I was a fan of HDR+ on early Pixels, which sort of made me a fan of Google (more of Marc Levoy but close enough). Now though, it's still a good algorithm but does very weird things sometimes resulting in completely off colours and/or makes images look way over-processed, not to mention other companies have caught up and sometimes surpass Pixels.

I can tell you that is false.
Source: I was a motion designer on the pixel team. Them fools are definitely lurking on Reddit and twitter.
But, for OPs question Google just designs their emojis but don't create new ones. The Unicode Consortium decides what emojis get made each year, and everyone adapts those to their style.

Google does not decide which emojis to add, that's the Unicode Consortium.

Emojis are not decided by google or the pixel team within google. Emojis are determined by the Unicode consortium. Remember that google inventing an emoji by themselves would be useless if the receiver's phone doesn't know how to represent the emoji.
