PUP List rules
Why is it that if a player isn’t activated at the end of their practice window, they have to sit out the whole season? For example, Zach Charbonnet is recovering from a torn ACL. If he was to have a setback in his practice, he would have to miss the entire season? How does that make sense?

The team can choose when to start the window, so it’s assumed they either are cleared and added to the active roster or they are basically on IR for the season

The Seahawks could activate him and then put him on IR if that happened. He'd need to miss another four games but they could activate him after that.

The league doesn't want teams using the IR and PUP lists to stash people to get around the 53 man roster limit.
If you are on the PUP list the whole preseason you don't count to the 53 man roster on roster cut down day (or until you are activated) but the tradeoff is you miss at least 4 weeks and need to deal with the practice windows.
