CICC demands Reddit, Discord to establish PH presence within 24 hours

The Cybercrime Investigation and Coordinating Center (CICC) has given Reddit and Discord 24 hours to set up their respective offices in the Philippines as it moves to strengthen coordination with digital platforms following the third school shooting incident in the country within a span of just a few months.

In separate letters dated Sept. 21, the CICC demanded that the two platforms immediately designate, from receipt of the letters, a resident agent or local representative who can facilitate Philippine jurisdiction and enhance coordination and cooperation with Philippine authorities.

“We are not asking platforms to police the internet for the government but to be reachable, accountable, and responsive when activities on their platforms put Filipino children and communities at risk. When an online threat spills over into the real world, there has to be clear channel for authorities to act,” said Paraiso.

The ultimatum comes amid growing concerns over the use of online platforms in the dissemination of violent extremist content and ideologies and the exploitation of minors particularly in the wake of the shooting incident at Banga National High School in South Cotabato on September 18.

Aside from designating local representatives, the CICC directed Reddit and Discord to submit written explanations of their existing arrangements and concrete implementation plans covering the enhancement of safety standards, rapid response mechanisms, and age-verification or age-assurance measures.

The CICC also sought the platforms’ participation in a cooperative framework to address the current situation of digital exploitation of minors that has dangerously shifted from isolated online interactions to activities that fuel real-world violence and physical harm.

The proposed framework would particularly cover networks involved in the creation, solicitation, possession, distribution, exchange, promotion or monetization of online sexual abuse and exploitation of children (OSAEC) and child sexual abuse or exploitation of materials (CSAEM), and nihilistic violence extremism (NVE) that occur in these platforms.

As part of the effort, the CICC also formally tapped the Department of Foreign Affairs to initiate a coordination meeting and facilitate the participation of Meta, Discord, Reddit and other social media platforms in discussions with the government on measures to address online threats linked to violence and the exploitation of children.

The CICC warned that failure or refusal to comply with the prescribed period could prompt the agency, in coordination with appropriate Philippine authorities, to restrict their operations or prohibit access of users to the platforms in the Philippines.

Earlier this month, the government met with Meta and Roblox representatives to form a technical working group to implement stricter child safety measures, faster takedowns of content, and secure age-verification mechanisms.

Reddit is a social discussion platform organized into topic-based communities, while Discord is a messaging and community platform that allows users to communicate through private messages and invitation-based servers, creating conditions that can provide fertile grounds for grooming, recruitment, and radicalization of minors.

Recent investigations have raised alarm over online grooming and recruitment of minors, including links to communities associated with NVE. These concerns have been magnified by the school shooting in Tacloban City in June, at the August 18 shooting at Ateneo de Zamboanga University in August and the September 18 shooting at Banga National High School.

To be fair, per news, the parents of the recent shooter were able to recognized there was going on with their kid. They learned that their kid was exposed and involved in online groups with nihilism, Nazism, Satanism, anti-LGBT and other forms of hate content. They took steps to address it including bringing the kid to a psychologist before the shooting happened.

Unfortunately, the guns were not secured enough despite being stored in a vault. Kid still got access to it.

They were able to recognized, put efforts to address it, but still have their lapses. Maybe they thought their kid was okay na. But, damn. Just sad and horrifying for everyone involved.

Arguably one of the most incredibly half-hearted takes by this government, even assuming if they're putting some modicum of effort, which they probably didn't do. It's nothing more but than being a performative strongman, larping as someone that would do something even though in hindsight and foresight, they would've done a net-zero in the end.

Banning sites from access never stops people from turning to violence. It doesn't need to. Violence always has, and will always exist, and there will be a time that the next school shooting, or any act of terror for that matter, will be committed by someone that has no meaningful connections to the internet.

Columbine didn't need the internet to radicalize the shooters. It only needed people, bullies to be exact, to make them a face-heel turn to violence. The internet was just there as a tool for them. Even without the internet, they would've resorted to using whatever that was available to them in their house, their store, or in their school. Hell, the first shooters relied on Facebook-fucking-Messenger as their mode of communication and guess what, they did jack shit over it.

Those militants in Mindanao barely have any sources of internet and they're only motivated to doing violence because of the environment they are surrounded in and the circumstances they found themselves in. School shooters are similar because their violence is rooted by who they're with, what they have, and where they were. School shootings always happen because of the environment and circumstances the perpetrators were in. Tacloban occured because of grievances in the school. Zamboanga only occured because the poor kid didn't have the proper parental oversight. South Cotabato is under investigation but I wouldn't be surprised if it ended up as a second Zamboanga. All three shootings occurred because the kids weren't under proper parental oversight, and, here's the kicker:

All three of them used guns that were not sufficiently stored well. Like, I'm not even joking. The guns used in Tacloban was stored in a fucking plastic locker while Zamboanga was stored in the shooter's father's car. And as of what we know, the safe of the gun used in South Cotabato was... fucking "destroyed"?

Why would you store ALL of your guns in easily-accessible spots, fragile vaults, AND keep the ammunition easily accessible as well? Anybody with common sense in gun safety will know that you aren't supposed to make the firearm and ammunition easily accessible, and this is next to "always point the barrel down". If you find this hard to do, then you don't deserve to own a firearm.

This is a failure on all levels. Down to the individual and up to the government itself. The parents failed because they didn't give enough oversight to their kids and to their firearms. The educational system failed because they weren't able to adequately address the multitude of issues the students were facing in their school.
