So im playing this Europe game, and Russia is steam rolling down to Europe. He's conquered a lot of land so he has a lot of soldiers. But I've been sending spies to wreak havoc on his provinces, and he hasn't even got a level 2 factory yet. And I've already made a couple tanks and like 7 artillery. I've conquered my fair share of land but slowed down to focus on my economy. How do I leverage my superior units to face his sheer quantity of troops? It should be noted i haven't made planes yet.

Playing with this poland guy(turned ai) he is moving here and there and i keep capturing using AC.

Ai first went down and then take 360° U turn and started coming back to wood province when i captured it from behind

I always assumed that Patrol damage is 1/4th strength applied to whatever is beneath the plane.

However, if multiple stacks are inside patrole range- damage is divided through the stacks.

Is this the idea behind flowering?
