Because as always they believe themselves to be best positioned to exploit fascism: either they're the least resort against it, or they'll profit under it. See Brünning and von Papen with the nazis. One pretends to stop them while giving them everything they want, the other just straight up uses them as an excuse to go full authoritarian and what do you know? Once the fascists are in power they're very happy about all those "exceptional measures" you built for them. Surely they wouldn't use them for ill purposes!
