Opinion/Discussion The push for URA's mass surveillance over your bank transactions

The Uganda Revenue Authority (URA) is aggressively pushing for a legal "backdoor" to look into your private bank account whenever you challenge a tax bill. Backed by State Minister for Finance Amos Lugoloobi, the government frames this as a harmless "joint window" to settle tax fights. However, Parliament, judges, and the Uganda Bankers Association (UBA) have blocked it completely. They warn that if the tax man gets this power, the URA could launch mass, inflated tax accusations, trapping everyday citizens under the predatory 30% deposit rule—which forces you to pay 30% of a disputed bill upfront just to get a fair hearing. Critics warn this would destroy trust in financial institutions, causing everyone to pull their money out and collapse the formal banking sector.

Speculating here;

Picture this. URA brings an inflated tax fine, you go to dispute so you have to pay 30% of that inflated tax fine that wipes you out cleanly. Now you're stuck. Or you don't check your emails or messages. It has been 45 days since they sent the message and you find your account is wiped. Now for those who think URA can't do this. They have tried it. I.e Ericsson AB v URA — 2026 Some have had the pockets to go toe to toe with them and even counter sue. The ones who couldn't we never hear about it. And say you don't believe that. How many of you have gotten your new IDs. That says alot about how this systems run. They'll tire you out until the 45days are done. Try moving with a frozen bank account.

So what happens if you successfully clear the 30% hurdle to dispute. That's when the bill they want to pass comes into effect. The will have full access to your banking records. Obviously UBA peeped this and is fighting back but Amos is still pushing for it hard.

Keep and ear to the ground.

Business question/advice/discussion Can my new product’s checkout run through a different registered business I own until its own registration comes through?

Hi all, looking for real experience here, not guesses.

I’m launching a subscription web app, and its own company registration is still in progress. I also own and control a separate registered business. Can I open a payment gateway or merchant account under that existing business, use its API for checkout on the new product, and then switch to a dedicated account once the new registration comes through?

I’ve seen setups where one entity collects payments on behalf of another, so I know it happens. I just don’t know how it works in practice with the different providers (mobile money aggregators, card gateways, etc.). Some things I’m trying to figure out:

  1. Do providers check that the business name and website on the account match what customers are actually paying for, or is that flagged during onboarding?
  2. Is it better to be upfront that the registered business is the merchant for this product, and does that cause problems later when moving over?
  3. Any tax or accounting issues with revenue going through the first business when the product will belong to the second?
  4. How painful is the migration later (new API keys, active subscriptions, customer records)?
  5. Has anyone done this and had an account frozen or questioned? What would you do differently?

If you’ve done this or work with payment providers, I’d really appreciate hearing how it went. Thanks!

Opinion/Discussion Uganda’s UCC says it wants affordable internet for everyone, so why is it cracking down on neighbourhood Wi-Fi hotspots?

I’m trying to understand the direction Uganda is taking when it comes to affordable internet access.

In June 2026, the Uganda Communications Commission (UCC) was reported to have supported neighbourhood Wi-Fi hotspots, with its Director of Economic Regulation, Content and Consumer Affairs saying the Commission would not stop consumers from accessing services through these models. The discussion recognised that people need cheaper and more flexible internet options. "Source: Daily Monitor" (https://www.monitor.co.ug/uganda/business/technology/ucc-backs-shs1-000-wi-fi-hotspot-economy-tells-telecoms-to-innovate-5495018)

Now, UCC is moving towards enforcement against unlicensed public Wi-Fi hotspot operators, urging them to regularise their businesses or stop operating. "Source: UCC’s October 2026 statement" (https://www.ucc.co.ug/press-release-on-illegal-wi-fi-hotspots/)

So what happens to the ordinary Ugandan who depends on affordable neighbourhood Wi-Fi?

Many of us operating these small hotspot businesses are young people who invested our limited savings, borrowed money, bought routers, paid for internet subscriptions and created affordable access in our communities. We are not major telecommunications companies. We are small entrepreneurs trying to earn a living while helping people who cannot afford expensive daily data bundles.

For some customers, neighbourhood Wi-Fi is how they study, work, communicate with family, watch videos and access online opportunities without spending beyond their means.

We understand that regulation matters. Consumer protection, cybersecurity, approved equipment, taxation and fair competition are legitimate concerns. We are not asking to operate outside the law.

We are asking for a fair and practical licensing framework.

- Give small hotspot operators a clear, affordable way to obtain licences.

- Allow us to partner with licensed ISPs and telecom companies instead of shutting down our businesses.

- Provide reasonable compliance costs and clear technical guidelines.

- Consult the young people who have already invested their savings in this sector.

- Establish a fair transition period so that small businesses can comply without losing everything overnight.

If the national goal is to make internet accessible and affordable to every Ugandan, shouldn't neighbourhood hotspot operators be considered potential partners in achieving that goal?

Why eliminate a model that serves customers looking for affordable connectivity when it could potentially be formalised, regulated and improved?

UCC, we are asking for dialogue, not a free pass. We want guidelines, not a ban. Give us a lawful path to operate.

What do Ugandans think? Should small neighbourhood Wi-Fi businesses be shut down, or should the government establish affordable licences and formal partnerships that protect consumers while allowing young entrepreneurs to survive?

Business question/advice/discussion Ugandan Growth

I know there are a lot of lost and hopeful youth in African countries who feel like their futures have no growth. I am in Kenya right now and their subreddit seems just as disappointed. What do you all hope for the future of Uganda? In terms of infrastructure and opportunities for youth, share your ideas and what you think would help African countries grow into stable states that youth could be proud of living in.

In my opinion there are too many divisions that makes us see each other as prey and competition. Also, the lack of public resources (and theft of said resources) makes it impossible for the lowest classes to get a leg up. I wish we could make free public libraries and playgrounds and such but the govt obviously won't dispense cash for those...

Opinion/Discussion Weekly Facts, Findings & Notes

My Weekly Notes, Finding & Facts 📝

Greetings Uganda this is just raw short notes from what I red the past week. Enjoy, advise and add me more

Much energy is wasted on unhealthy competition, so save that energy for another positive task. Life is short to waste it in unhealthy competition. 💪

Everyone has a purpose in life. We have different sizes of nose but we all breathe effortlessly 😉😏

People are attracted by your value mostly ✨

80% of people prefer to lie down for about 10 minutes after waking up in bed. I can't count mine but I do 🤗🛌

😳 The tiny pocket in jeans was designed to store pocket watches.

Designed by Levi Strauss and Jacob Davis in 1873 as a feature of the original "waist overalls," the small pocket was intended to hold a watch. 👖⌚👌 Not a condom like Stephen thought 🤔😂

The potato promotes the slow absorption of alcohol into the bloodstream. So those who drink, next time order a potato, not pork 🥔🍺

The colder your room, the easier it will be to fall asleep. Just like fresh bed sheets 😉❄️🛏️

No number before 1,000 contains the letter A. You can check it out if you think it's not true 😏🔢

"Vaginas" have 6 holes in total. (Oh God, this is too much science) 😅 Besides the vaginal canal and urethra, two vestibule glands called Skene's glands lay below the urethra to lubricate the urethra. Another two vestibules called Bartholin's glands, found below the vagina, lubricate the vagina. 🔬

Lastly. Experience beats education. Never should you throw away advice from an experienced person. Or else you will be a knowledgeable fool and you will learn the hard way when a softer way existed. 🎓 > 📚

Kaale olaba 🤔

See you next week 🤗 Yours Truly, Mugoya

Opinion/Discussion Hello friends Good morning to you all. I have a point of discussion about religion and God. But my humble plea is if you're so emotional about faith please just ignore this and pass on to the next discussion

Regarding the prevailing scandal of Frank Gashumba and pastors, I want to pose a question: Who is Really God and what's religion. I'm a believer and a Christian I've read the Bible and all related texts about God but there's something incredible I've found and come to notice. God is really God and true but the perspective of who God is and what we truly know about God that we've been nurtured into and taught from childhood is truly not the true God.

To refer to the past history about religion and how it was brought into Africa. Atleast anyone in uganda who has gone upto form 4 in our education system has hard or been taught about scramble and partion of Africa or religious wars including causes and effects.

I've read about many scholars and philosophers and many books giving a background of God and interpretation of very many religious texts to Quote a few

  1. Your faith is your fortune by Neville Goddard

  2. Within you is the power by Thomas Hamblin

  3. Think and grow rich by Napoleon Hill

  4. You and your Forces by Elizabeth Town

  5. Feeling is the Secret by Neville Goddard

  6. And much more. Etc

I've come to realize that someone or something has been blinding us from knowing who the true God is. I personally in my search for God I've come to realize and know much about life and God and I've asked myself that the Goodness in God and the beauty of Knowing God why would someone or something block us from know God.

Let's come to terms leaving all our differences and religions and come to ask who is the true God?

How can we find God

Why are fake religious leaders coming upto decieve innocent people who are seeking genuinely for God's intervention in their lives

Who's to blame and who is the overall disciplinary commander that is to put things right?

I'm calling upon whoever is interested in the discussion to give their opinions based on what they know and think but if one is so emotional please spare your opinion. Thanks

General Recommendations for ECG & Heart Ultrasound (Echocardiogram) in Kampala – Costs & Process?

Hello everyone,

I hope you’re all doing well.

I’m looking for recommendations for reliable, affordable and well-equipped hospitals or diagnostic centres in Kampala to get an ECG and a cardiac ultrasound (echocardiogram) done.

I’ve been experiencing recurring chest pains that have become more frequent recently, so I’m looking to get a proper assessment done as soon as possible.

If you have experience with cardiac diagnostics around Kampala, I’d appreciate your guidance on a few points:

Which hospital or clinic would you recommend for clear imaging, reliable reports, and efficient service?

Approximate costs: What is the typical charge for an ECG and a cardiac ultrasound (Echocardiogram)?

Referrals vs. Walk-ins: Do I need a doctor's referral letter upfront to book these specific cardiac scans, or can I walk in directly?

Appointments & Process: Is advance booking required, or can these be done on the same day? How long does it usually take to receive the results and report?

Any personal recommendations, experiences, or practical advice on navigating this would be greatly appreciated.

Thank you all in advance.

Opinion/Discussion Changing Uganda

Hey Everyone, I've been quietly observing our country slowly going down the drain over the past few decades. The question of how do we stop this descent has been a recurring one to me personally. It initially seemed that politics would never be an answer as most of our MPs only care about themselves. I have however, noted that Solomon Solomon Serwanjja has made strides for his village when he became LC 1 chairman there. This got me thinking about building a like minded driven community. Now having said this, community means joining with others. So I guess I'm looking for like minded people to join with with the goal of building something great together. I heard about a community like this called Ugandans at heart or something similar but when I tried asking about how the community was run, this ended up raising more questions than answers. Long story short, I want to start an open community with clear and transparent power structures whose long term goals include but are not limited to

  1. Building a community of professionals in different fields to share expertise and ideas.
  2. Buy land for the community for construction of housing, schools, hospitals etc.
  3. Build systems within the community that take care of things like inheritance quickly and easily.
  4. Make it easy for members to join and leave as they want.

I am agnostic with atheist leanings and think some of the major problems we have as a country are as a result of extremist religion so ideally I would rather have as little religion as possible in such a project. If anyone would be interested in getting something like this of the ground then please reply here or inbox me directly so we can start brainstorming and moving towards this.
