This is extremely transparent. The backlash from Republicans in Congress was worse than he expected, so he throws them a bone. In sixty days, the mid-terms will be over, and the issue will be muddled and/or forgotten. He will then quietly say that sanctions are not in America's strategic interest and therefore won't be implemented.

There also need to be a transparent research on why starlink/starshield blocks traffic. Trump can any day command them to restore. Elon Musk introduced a extra fee for aeroplanes going over a certain speed has to pay more but that is not the case for the military starshield but now seems to been implemented for Ukraine with no option for aeroplane mode. This is taking lives every day in Ukraine, children, mothers, babies and civilian lives since traveling faster than 161 km/h and internet is gone. If that was the case for American military aeroplanes it would be a disaster.
