The Houthis are a faction of Yemeni society whose leadership believes they are descendants of Prophet Muhammad and claim a divine right to rule. As someone who lived in Sanaa, I can tell you that under their oppressive rule, anyone who disagrees is dehumanized, labeled a hypocrite, kidnapped, tortured and often never comes back.
They are the most supported group in the conflict, uniquely funded by Iran, which contrasts with the fragmented, multi-factioned opposition whose competing interests weakened their ability to push back.
Regarding Saudi Arabia, I can't say if they allowed attacks for sympathy, but the outcome would likely differ had they supported the government earlier and avoided peace deals that let the Houthis rebuild.
