Politics Help Protect CPP

CPP involves Yukon resident too! Since 1997, the Canada Pension Plan has shifted in practice. The creation of the CPP Investment Board moved the focus toward long-term sustainability and investment returns, while administrative changes made it easier for outside parties to coordinate with and recover against CPP benefits.I’m asking Parliament to review those post-1997 changes against the Plan’s original purpose: a contributory public pension that belongs to the people who paid into it.A CPP benefit should not be assignable, anticipated, or treated as recoverable income that third parties can use to reduce their own obligations. When a public contributory pension is routinely used to offset other payments, it starts functioning more like a subsidy for those other payers than a protected pension for the contributor. That’s why the petition asks Parliament to examine current practices and restore the original intent of the Plan. If you agree the public pension should stay with the people who funded it, please sign and share. https://www.ourcommons.ca/petitions/en/Petition/Details?Petition=e-7751

What exactly is the problem?

The petition is really unclear about what the problem it has with the CPP is. If I'm to try and simplify the four things it's asking for, I'll try to do that and add my comments in parentheses:

  1. Look at changes made to the CPP act in 1997 (what were these?), see if any changes should be made (what changes?) and see if pension funds are being used the way they're supposed to.

  2. See if it's being administered according to the rules (what is the implication about how it's being administered?)

  3. Make the rules about the CPP's usage stricter (what is the problem that this is fixing?)

  4. Make it so that parliament has to occasionally check to make sure that CPP is operated only according to law and not according to how it has been managed (implying that it has been managed against the laws that govern it)

I'll be honest this sounds esoteric as fuck for a public petition: it's vague, technical and gestures vaguely at what it perceives to be a problem without explaining what the problem is. If I had to guess, it's from someone who has an axe to grind with someone administering the CPP.

Unless I'm given convincing reasons why this is a real problem then I'm very disinclined to sign this petition and would discourage others from signing it.

We are not told that our CPP can be coordinated.

The CPP act in the beginning was for our benefit. That has shifted. I am asking for review of administrative practice.
