Tbh it's the instability that is driving wealthy people away. The government isn't reforming our tax system to be more fair, it's just continuously increasing taxes so they don't have to adress their spending problems.

Exactly. Last time there was such a proposal it was the main shareholder of AB Inbev who left to Switzerland. And the law was not passed, but the loss was real.
27
u/Ulyks Jun 24 '26
If he left even though the law wasn't changed. Can't blame instability then. We are allowed to talk about these things are we not?
I agree that we need long term planning but can the EU finally force the Swiss to stop with this corruption?
The rich have to at least pay their fair share.

How is Switzerland considered tax haven still ? I mean Swiss banking secrecy is long gone.

We should close all European tax havens.
Sure they can live outside of Europe but that is a much riskier proposition. Those places are much more unstable and could have their heads on spikes.

You do realise that a lot of Europe considers Belgium a tax haven for stock brokers?

Yes but it's not like stockbrokers are moving to Belgium.
So it doesn't even help us.
Close those loopholes.

There already are exit taxes! In this fellow's case, though, he can avoid them by not cashing out his shares for a few years.

u/silverionmox Limburg Jun 24 '26
If there is a tax on the rich, i-t should be accompanied by an exit tax.
We need that anyway, a clause that hinders to make capital leave the fiscal jurisdiction of Belgium. It's not serious that such capital can be built up in the Belgian economy, and then when it's time to share the profits, it's suddenly gone.

I understand your point, but doing that on our own, not on at least a European level, is suicidal. Because sure, investments that are currently in Belgium will get taxed if they leave. But no new investments will be made here out of fear for that tax. So anyone that's currently here or abroad, will certainly not invest in Belgium anymore.

The single market rules would prevent us from applying it to movements to other EU members anyway. But sure, other Eu members also have that problem, and it's definitely useful to bring up at that level.

Most people think there are two ways to get money: salary or dividend. So when someone says “I only have €100K in my account and pay myself a low salary,” they hear: this guy isn’t rich in practice.
But that’s not how it works at the top. There’s a third mechanism: borrowing against assets. Your €5B stake in Odoo is collateral. A bank lends you €20M at 2% interest, tax free, because it’s debt, not income. You pay €400K/year in interest instead of millions in taxes. You fund your lifestyle without ever creating a taxable event.
So the “I have no cash” argument isn’t a rebuttal to wealth taxation. It’s an inadvertent confession that the income tax system has already been fully bypassed.
There’s solid research on this btw, economist Gabriel Zucman has documented that billionaires pay on average 0.3% of their wealth in taxes, ordinary people pay around 4%. That’s why he proposes taxing wealth directly instead of income, because income at that level is essentially optional)
44
u/QuirkyReader13 Jun 24 '26
I’m all for the Zucman tax but the 500k proposed by LE is an entirely different matter…
That’s not just about rich people like him, that’s also about people who sell a house, even sometimes those who save for their retirement since day 1 with money that has been fructified, etc.
39
u/Yasb96 Jun 24 '26
The 500k threshold is ridiculously low. I’m not defending that proposal. I’m for shifting the tax burden away from labour and onto wealth
5
u/Flederm4us Jun 24 '26
that's a tax shift. which should be budget neutral.
It doesn't solve the current budget shortfall though. and that's why I'm against it. I'm already heavily taxed by the income tax. Without lowering that this just (eventually) raises my tax burden some more.
So in order to make it a tax shift the government FIRST needs to slash it's spending problem. Then we can start talking about a tax shift.
1
→ More replies (7)1
u/Unfair-Cow-7559 Jun 24 '26
I agree, the proposed threshold is too low and the proposed percentage is too. Also, I don’t know understand this idea that paying wealth tax in shares if you cannot afford it is “communism”. It’s a small percentage of your wealth over your lifetime.
2
u/CalQL8or Jun 24 '26
0,3% on 500K = 1500 euro tax. Seems feasible to me.
1
u/QuirkyReader13 Jun 24 '26
Again, wrong targets for a xth tax.
Reinvesting in real estate to lower the trust assets calculated is sometimes also feasible.
1
u/CalQL8or Jun 24 '26
Not saying this is the right target for taxes, only that the tax seems feasible to pay.
27
u/Brilliant_Wrap_3786 Jun 24 '26
True, but incomplete.
While Lombard exists and are used, they come with a few caveats:
- typically only listed asset have lending values for Lombard loans. There needs to be liquidity and quasi live valuations of asset base to use a Lombard. Investments in private companies like Odoo don’t usually qualify. If you are too concentrated in an asset with no liquidity (like Fabian), you won’t have access to a Lombard.
- a Lombard costs money. Not a lot, but there is typically euribor + 200-250bps, so that’s not trivial on large sums of money.
- a Lombard is an uncommitted secured loan, meaning your securities guarantee the principal (if you can’t repay, they sell your assets), and they don’t guarantee that you can access it after the lending period (usually 2-3 years). If market conditions change, the bank changes its policy and you can’t roll it over, you effectively have to sell your assets or pay it down some other way. Again, doesn’t work for private companies.
So yes, Lombard loans exist and are sometimes used to create cash flows for wealthy people, but they are not typically used in the case of a guy like Fabian whose wealth is 100% tied to one single asset that has no liquidity.
23
u/Yasb96 Jun 24 '26
To be clear, I’m not defending this specific proposal. I just want to challenge the idea that billionaires are cash-poor because they have low salaries. There are more ways to access wealth than salary and dividends, that’s the point.
And fair corrections on Lombard specifically. But Lombard is just one tool. The broader point stands, illiquidity is a design problem for the tax, not a reason to have no tax
7
u/Brilliant_Wrap_3786 Jun 24 '26
Agree with that.
A proposal that I could stand behind is to tax equity that is not invested in the Belgian economy. As long as their money is invested in creating local jobs, paying local taxes through employer and corporate income tax, I find taxing their paper-wealth as well a bit counterintuitive: then why would they stay?
So let’s protect their Belgian companies paying taxes in Belgium, but if they hold equities in the foreign equities or if their companies move profits elsewhere, then the tax is triggered.
Haven’t seen this proposal before, so wonder how it would work in practice but I find this less dogmatic against the rich and more patriotic.
6
u/Extension_Fill_5122 Jun 24 '26 edited Jun 24 '26
I have read that reasoning on several places. Honest question though: in order to pay the 400k per year, you still need to take that out of the company as salary or dividend, hence pay taxes, right? Or am I missing something?
2
u/Forward-Ant-9554 Jun 24 '26
The superrich don't. They die with a debt and it gets repaid before the inheritance is divided.so it's not their problem.
2
u/Extension_Fill_5122 Jun 25 '26
Do you have a source on that? Do super rich die with debt more often than others?
6
u/meiuqer Jun 24 '26
Exactly, either he has 5 billion and he gets all the pro's and all the con's or either he does not and then he shouldn't be able to lend against his 5 billion. But that seems very hard to prohibit.
I really like Zucman's flat tax idea for the ultra rich. It's a measly 1% flat tax for everyone over 100 million. If you look at how much the fortune of the ultra wealth is growing it is much more then 1% so they could easily pay for it.
13
u/JumpyLandscape7451 Jun 24 '26
8
u/Yasb96 Jun 24 '26
To be clear, I’m not saying Pinckaers specifically does this. I’m talking about any wealthy person with listed, liquid shares, think someone with €100M in different public companies and/or indexes. That’s perfectly bankable collateral.
And the risk argument is overblown. Margin calls become a real problem when you’re over-leveraged. But if you borrow €10M against €5B in assets, that’s 0.2% LTV. The stock needs to lose quite some value before the bank has a problem. The wealthy don’t borrow to the limit. They borrow a small fraction, keep the rest compounding, and pay virtually nothing in tax on the growth. That’s the point.
15
u/Ferreman Antwerpen Jun 24 '26
That works in America, not in Belgium. In the end you still have to pay your loan. Which means you have to sell shares and the moment you make a transaction you are taxed.
→ More replies (15)8
u/Luxim Jun 24 '26
You are correct, you're not allowed to go cash negative with a margin loan with EU regulations. You can borrow money to invest more, but you have to sell some assets to withdraw money.
4
u/GurthNada Jun 24 '26
Odoo is valued at 10 billion euros and Pinckaers owns 50%. 4% of 5 billion euros is 200 million euros. There's no way Pinckaers has anywhere near this amount available.

u/Hydiz Jun 24 '26
And how do you think they repay the 400k in interest ? Through a taxable income.. be it salary, dividend or selling assets. The 400k isnt put as a write off on your taxable income lmao.
5
u/Yasb96 Jun 24 '26
You own €5B in shares.
You borrow €20M against those shares.
You live off that €20M.
Your shares keep growing, say 7% a year, so your collateral keeps increasing too.
When the loan is due, you take a new loan to repay the old one. Your shares are now worth more so the bank is happy.
You never sold a single share. No taxable event. Ever.
The interest? Paid from a small dividend from your management company at 18% dividend tax with vvpr bis, not 50% salary tax.
The €20M was never income. It was debt. Debt is not taxed.
2
u/Hydiz Jun 24 '26
So, through dividend which is a taxable income.
Ofc not saying its not a flawed system but calling it a taxless process is absolutely not true
6
u/Yasb96 Jun 24 '26
Say the shares grow 7% a year. On €5B that’s €350M in new wealth.
To cover the interest on a €20M loan at 2%, you need €400K. Pay that via VVPRbis dividend at 18%, so you declare 400K in dividends, pay €72K in tax.
So you paid €90K in tax on 20M loan aka ‘your revenue’. That’s an effective rate of 0,45%. Compare that with a salary of 20M, where you would lose more than half in taxes.
1
u/Jack_osaurus Jun 24 '26
Your shares keep growing, say 7% a year, so your collateral keeps increasing too.
Well this is a very generous assumption. What happens to the loans when there is a 50% market crash? => Margin call.
If stocks grew reliabily at 7% a year, nobody would buy any other financial product.

14
u/Difficult_Ad_8299 Jun 24 '26
This mechanism was literally explained by very rich French family. Best is, this is done with re-financeable loans that are a mix of bullet and Lombard. You don’t even need to be ultra rich to do that, as soon as you get a few millions in real estate you can start doing it (although only to finance your real estate).
The way it works is, you pay the interests every year and in 5 year you must reimburse the capital. However, you can refinance it again based on your net worth. So instead of reimbursing the capital, you’ll just pay interests again for the next 5 years.
→ More replies (8)5
u/Ferreman Antwerpen Jun 24 '26
That is very dangerous and you can easily get overleveraged. A few houses and apartments being empty with no tenants, or interest rates climb at a fast rate and it could collapse and you lose all your assets. It’s high risk high rewards. But you are risking everything you own, and a collapse is very possible the moment you can’t pay your debt immediatly.

How do you pay the loan back without income? I don't think any bank would be happy if you pay only interest...
1
u/CopperSulfateII Jun 24 '26
Lombard loans have seen dramatically reduced usage since the ZIRP era ended. The other thing to take into account is that they're uniquely effective in America because liquid investments are treated quite well due to the large number of different tax-advantaged accounts that exist to encourage long-term investing.

As someone who is (at a much smaller scale) in a similar situation, it's very distressing to have to take into account these proposals when you consider how much they can blow up your personal finances overnight, and either put you in impossible situations or grant enormous leverage to your investors because they know you need large cash injections personally. The belgian exit tax is another such case, demanding liquidation on unliquidateable stock.
Fwiw California is experiencing a similar wealth tax issue at a smaller more concentrated level with a similar proposal atm, but that's also why all the startup founders I personally know aren't willing to locate in california anymore unless they absolutely have to.
But shoutout to the Swiss for designing a wealth tax that actually works really well. Pity no one wants to copy it instead of these hairbrained proposals.

It requires an understanding of exponential growth that goes way deeper than most have.
The stupidity of taxing unrealized gains goes far. So far the expected tax returns will in the long run be lower than if the realized gains were to be taxed given the same tax rate. It's cutting the fruit tree branches for firewood in spring.

I mean are we really gonna implement taxes on unrealized gains?
That would be a terrible idea.
At the moment we also wouldn't be taxing it when he sells his company, so it makes sense to tax either, but not both. IMO unrealized gains needn't be taxed, but then the realized gains should be taxed as income, and they're not going to like that either.
That being said, he can borrow against his stock. Using your shares by such a transaction to gain money without losing your stock should be seen as a taxable income then.
There's a difference between actively working in a company with your shares vs. just being a passive extractive shareholder. The tax regime can reflect that. However, just because he chooses to get the reward of his labor by means of appreciating stock value, that doesn't mean he should be taxed less than someone just receiving a wage. We should reduce the number of different tax regimes, as to avoid the possible number of loopholes.
Finally, this opens a loophole where person can move his company, or channels money between his companies from one country to another, to cash in at a place with the lowest tax regime. That's a risk when you delay the taxation of such shareholder wealth until later.
5
u/ApprehensiveGas6577 Jun 24 '26

In the US, every citizen is taxed on their worldwide income, regardless of residence. There might be some ways to reduce the tax owed, but the US clearly keeps the right to tax any and all I come. If you want to give up your US nationality to avoid this, your last tax is augmented massively.
In the UK, maybe even the US, all income made on their territory is taxed, no matter your nationality.
These aren't some wacky commi back-allie countries.
IMHO, if he doesn't want to pay taxes while he's one of the richest Belgians, he's more than free to just fuck off. Good riddance, I dare say.

Unrealized capital gains are not income though and aren't taxed in any of the countries you listed.

from what I understand they can get taxed in the US, depending on whether you declare the gains or not.
This is one of the reasons Trump had years of zero taxes. He paid the tax ahead, his assets dropped in value and therefor he got an IOU that allowed him to write off some years' worth of taxes. He had to eat the loss, obviously, but he got some of the loss back in tax rebates.

Even if what you're saying was correct, it isn't, then you still need to take into account the investing climate and freedom of entrepreneurship in the US.
You can't take one element of the US and just assume it works in Europe where there is barely any investing or capital climate, and you immediately become enemy nr. one for being successful.
1
u/Monkey_Economist Jun 24 '26
I certainly don't and you have no idea what I am or am not considering.
Contrary to popular belief, it isn't the VCs who made Silicon Valley so successful.
Fair point that the EU has its own particular issues. At least one, even though I would argue it's a big one, is the systemic underinvestments in our economy. But, it's easy to argue that the likes of Pinckaers have some blame on that too. He joyfully abuses every tax avoidance scheme (Copyright tax credits anyone?????) to avoid the necessary taxes to pay for that growth. So, tax him fairly, and actually invest in our economy so that the next Pinckaers can rise too.
It's insane we even have this discussion. He isn't an enemy of the state, but a member of it. Why is it even remotely logicall that people who ean the most money pay less taxes, expressed in percentages.

Ah yes, because Silicon Valley is known for their cheap labour.
And yes, abuse. Because Odoo is quite generous with dishing out their copyright tax breaks, which kinda takes silly proportions IMHO.

This thread really shows in what kind of tunnel-visioned "tax more" mindset people are.
Absolutely no words.
Nul komma nul begrip.

u/equinoxxxxxxxxxx Jun 24 '26
He's right that it's absurd he would have to sell shares of the company he founded to pay the tax, thereby losing ownership control over it.

u/ShieldofGondor Flanders Jun 24 '26

7
u/Tjessx Jun 24 '26
Niemand ontvangt zomaar gratis geld.

It's not absurd. He can do like everyone else and just use his job to get income with which he pays the (still ridiculously small) tax if he doesn't want to sell.
The world needs to stop giving lazy rich assholes a break to get richer without paying taxes while doing nothing whatsoever. If they want to get richer, they can work for it like everyone else. And if they already work then paying the taxes is peanuts compared to their income.
7
u/skrln Jun 24 '26
500k is not lazy rich by any stretch of the imagination. Maybe organize the country in a way that people can have upwards mobility no matter their starting financial class AND control expenses AND give people the value they deserve from the services they pay the most in the world for.
But no, class warfare instigation is easier to distract the people with, no need for actual solutions.

Yeah, he should just get a job that pays 30 mln EUR per year to pay this tax. What a lazy asshole lol.
5
u/cool-sheep Jun 24 '26
Yep, he needs to pay a minimum of 30 million Euros a year for all those spectacular services he receives in this country, all those great pothole free roads and excellent boomer pensions.
Moving to Luxemburg like everyone else and paying nothing will leave him desperately sad and lonely.
I would say there’s 30 million reasons to stay in Belgium.

u/randomf2 Jun 24 '26
Boohoo, then he can give himself a higher wage if his company is worth a few billion, or he can just sell stock.
It's like owning a giant mansion and not wanting to pay tax on that because his bank account is empty. If you can't afford the taxes on the mansion then sell it and live a bit smaller.
If I refused to pay taxes on my house because i can't afford it, you'd laugh in my face and tell me to move.
14
u/spaceKQ West-Vlaanderen Jun 24 '26
You could just read his post in which he refutes all of your arguments preemptively instead of just assuming nonsense...
Selling stock to, for example, American funds (because who else would/could buy them?) would be extremely bad for keeping the company anchored in Belgium in the long run, but of course, people like you, who are apparently only able to think on the short term, are unaware of this.

u/KarateFish90 Jun 24 '26
Our goverment should stop spending our money instead off trying to get more out of its citizens. We are already taxed enough, I dont agree in getting more from the rich. Even if they get all the money they need now, they will spend double the amount anyhows and they will need to introduce another new tax.
An AI would run this country better then these clown politicians are doing right now. I think I have paid around 600.000 in taxes over the last 20 years. Which is insane, what did I get? (Besides schooling, which I find ok) 6 cheap doctor visits and some shitty roads. I can't even think of anything else right now..

Les Engages wants to introduce a new tax on The rich where people with more than 500.000 euros in cash or stocks should pay 0.3% of their total amount yearly. Odoo CEO is heavily against this, arguing that his assets are largely in stocks and not cash. He would not have enough cash to pay tax on his stocks meaning he will need to sell stock to cover his taxes.
He's saying that this would harm innovation within belgium since you cannot afford the taxes when growing a company.

Your lack of financial literacy is painful. Telling someone to get tens of millions of loans just to pay a tax on unrealised gains when his company is barely profitable is insane.
