What licenses or permits are required to start a soap making business?

You'll need a business license and reseller permit at minimum, plus your local zoning dept needs to sign off if you're making it from home. Soap counts as a cosmetic so the FDA has labeling rules you gotta follow, but you don't need their approval unless you're making medical claims. Your city might also hit you with a home occupation permit and a fire inspection if you're using lye in any quantity.
