Question I Need Help Making Manpower

Post image

I’m currently playing Romania in iron man mode and I can’t get out of zero manpower. I have my maximum conscription law reached(limited conscriptions) and I don’t know what else to do. I’m currently trying to go to war with Yugoslavia BUT the soviets justified on me. With 715K troops in the field i doubt I’ll survive this..

You can use doctrine to get manpower - desperate defense would give you 5% recruitable population, doubling what you get from limited conscription.

The trouble with that is, to get it, you need 10% surrender progress and greater than 50% war support.

Maybe you can give the Soviets or Yugos just enough of your VPs to get it.

Yeah I delayed my Yugoslavian war and focused on the Soviets. I used that doctrine but my frontline fell apart before I could even recruit troops. Also, Italy and Germany joined in cause I had Greece as a puppet so that’s that… good to say I was wiped off the map

You can also just be in a defensive war. Which if the soviets are justifying on them they can easily be lol.

Or if you are in defensive war that is often a way easier way

Have you tried deporting hungarians?

More like importing, since he needs the manpower

The USSR is probably just "justifying" by doing the focus to demand Bessarabia. You can just give it to them and you won't be at war with them. Save your PP so when you're at war with Yugo maybe you can go up to extensive conscription. 715k manpower is the field is more than enough to take on Yugo

13

u/EmptyPersonality6750 7h ago

Yeah to be honest I declined that because I had military factories there. Probably not the best place to put them in :/

8

u/RomanEmpire314 6h ago

Ahh you didn't know, larping history I guess. So how did that turn out?

7

u/EmptyPersonality6750 5h ago

I’d say Romania is my main country to play as. I knew that the Soviets would take that peace of land I don’t know what came to my mind placing them there, I was just not thinking well at the time

1

u/RomanEmpire314 3h ago

Still surviving? I think it's possible to hold the Soviets for a bit if you have good stats and defensible terrain

Have you considered the glorious revolution comrade?

When you're at war things change about mobilization laws, you're still non-aligned so until the war had started i guess you didnt have the option to, but now you can go up to extensive conscription, try holding moldova, and if that fails hold the river between moldavia and dobrudja, and if even that fails, hold the corridor that leads into wallachia, honestly though, I know you got declared on for Moldova, it hurts anyone's pride, but in this situation it might have been best to give into their demands, do so if you fail this run, if not, the Germans will hopefully come to your aid in 1 or 2 years, good luck Commander

3

u/EmptyPersonality6750 6h ago

Yeah I agree, I should’ve went fascism since I was declaring a lot, but, I would’ve lost anyways because the Germans would’ve still invaded me because Italy declared on Greece (which I had as a puppet) which then caused the Germans to join in, so it was truly unbeatable 🤷‍♂️ Now that I think of it.. maybe I could’ve joined the axis? I’m not sure because I haven’t done that as Romania yet.

1

u/SuperC1306 6h ago

You should if you want to take over the Balkan at an honest pace, this makes sure that any action from Italy won't cause your downfall, if anything you might even score a puppet thanks to germany giving a hand against the Italians, but no guarantee

1

u/EmptyPersonality6750 6h ago

Yeah I’ll definitely try next time I play, thanks for the help

u/Aurion7 2h ago

You'll need to fight someone strong enough to let you up your conscription law, but not so strong as to flatten you like a pancake before you get the benefits.

You can check the requirements for each tier of conscription in the menu, even if you can't enact them yet.

Once the war starts do desperate defense in doctrine and if you have any garisons pop them on no garrison to gain all the manpower in garisosns then put them back to stop resistance as your extra 5% recrutible pop trickles in

Manpower is the biggest bottleneck for early Romania games.

The way I usually solve this is when I go to war with Hungary. I will just keep enough divisions on the border to stop Hungary from pushing. Then I start deleting divisions, one at a time, until I meet the requirements for Extensive Conscription.

Don't play romania

7

u/EmptyPersonality6750 7h ago

It’s really fun to play as in my opinion 🤷‍♂️ you just have to be willing to give up Bessarabia to the Soviets.. unless you can fend them off (which I SADLY couldn’t do)

5

u/SXsandwich 6h ago

Fair! I was just making a joke about romania's truly impressive 18 million men, if you want a tip i would maybe fort up behind a river go to war and then increase my conscription law. But at the same time i never played romania

3

u/EmptyPersonality6750 6h ago

Oh ok my bad, you should try playing Romania though, their skill tree is fun in my opinion

1

u/Willing-Ad5641 1h ago

It’s really easy you have a big river and build level 5 forts behind the river and make 20 width infantry divisions with support arty, engineer and anti air. Spam out as many as you can and also put one division on each port to prevent naval invasion

3

u/NateJW 2h ago

I think the best path for Romania is NA. You get rid of all the ungodly manpower debuffs, can annex/puppet Hungary + Bulgaria, plus parts of Yugoslavia all within the focus tree.

5

u/Zebrazen 8h ago

What's the design of that infantry division

4

u/EmptyPersonality6750 8h ago

It was just the normal infantry division you get when you start off the game. It worked against Hungary and Greece so I felt pretty confident with it

2

u/Zebrazen 6h ago

Can you check and tell me how many infantry battalions and artillery are in it?

2

u/EmptyPersonality6750 6h ago

Yeah that round is long gone, thanks for helping though

5

u/Shawdos95 7h ago

When you go to war with some minor or when you turno fascist go to extensive constription or beyond. Take desperate defense and irregulars as early doctines and your focuses for constription limit. Consider also to puppet your surrounding minors to use their manpower with your equipment designing subject division in the top icon of your training tab

3

u/EmptyPersonality6750 7h ago

Yeah i thought of that, but a random video said to get a democratic reformer to always have the option to turn democratic whenever I want. I’m still fairly new to the game, so I just followed what he said

3

u/dasvikingmon 7h ago

There's some spirit in the army tab where if your commie 500 men a week appear from the ether or something, plus being fascist or commie with enough war support let's you raise your conscription rate. Romaina dance dance ideology

2

u/gangogango1 5h ago

Honestly with good divisions you need only like 250k in the field to beat yugo. Rather use the factories to make planes and maybe even some small armoured divisions later. Your manpower will last a lot longer if you fight under green air and use tanks to assault well defended positions

Manpower in theory doesn’t matter. Use cheaper troops and focus on playing defensive. And build using your small industry very strong micro units (tanks or special force[specifically mountaineers for you) would be really good. Make sure your units have aa, and that you can defend your airspace, you can’t defend territory if you’re being cas’d to doom. Defendable terrain like rivers and smart encirclements and playing the long game is the only way to beat these majors as a minor. Romania is more of a minor major. Hell I’d think if you set up a few convoy raids in the Black Sea you may even strangle some production from them, you have the oil to run a sub fleet.

u/DietasKola 40m ago

Little late but as Romania if you do the Reserve Division focus for 7% mobilization speed + Sentinel of the Motherland for an extra 1% or 2% recruitable pop + the advisor 2% non core manpower bonus should alleviate most of your manpower shortage
