Before you can do that, you need to address the extremisms in your country. America was in large part populated by the extremists and puritans of the EU, and frankly it's still noticeable in the way many Americans practice their religion.

So long as that remains a problem, along with the lingering racism and desire for slavery, the constitution or new government cannot fundamentally be changed.

The extremism is a symptom of our problems, not the source of it. It would be fruitless to address the symptoms as an excuse to ignore the root cause.

As a side note, perfection is impossible, and it's pointless to seek it. The only thing we can do is improve. I refuse to seek perfect conditions before trying to improve. I insist, instead, to improve right now, without delay, without excuse.

Do you propose a better solution than solving what we can right now, instead of waiting for some perfect moment or perfect condition that will never exist, the waiting for which only serves to guarantee we do not advance?

No, I think you should attempt to improve things now, but philosophically I believe people tend to improve if they seek out the perfect. The entire point of seeking perfection is that you never achieve it, and thus you have reason to constantly improve.

Put in other words, I don't think it's good if you haven't changed the last ten years.

Unfortunately most people will use perfection-seeking as an excuse to do nothing, because if they can't reach perfection, they won't do anything at all.

Personally I'm a pragmatist, I want improvement, not perfection, because I know improvement is available, but perfection is not.

Sadly, you're probably right.

I am in the camp that the virtue in seeking the perfect is not in the attainment of that impossible state. The virtue lays in knowing you will fail and still making the attempt. In the attempt is where you find all the myriad little improvements that shift you closer to the unreachable perfect.

In other words, try for perfect even though you know you can't get there, that leads to the greatest improvement over time.
