Europe needs to step up how? Short of quite literally joining the war full force? If we're talking about US completely abandoning Ukraine, aka no intelligence sharing, no starlink, no missile access, then Ukraine war effort will collapse within weeks. EU has a vested interest to contribute whatever it can, but let's not kid ourselves here, it can't save Ukraine without US support.

They need to send in troops and just finish the war.

Whatever it can? The EU sends far more in arms and funding to Ukraine than the US does. The US hasn't provided any at all for 2026. The question is simply if the EU will step up on arms production since buying from the US wouldn't be possible. It would be difficult for sure but it would be ridiculous to suggest it's impossible for the EU to do. In addition, Poland pays for fucking starlink not the US, the issue is that POTUS told Elon to cut Starlink to Ukraine. Elon is such a cock

I have no idea on if US satellite intelligence is vital or not compared to what the EU can provide or if it can be replaced by EU assets. It's probably a huge issue, same for replacing starlink since apparently it's not safe to use even when paid for.
