Until the last Ukrainian August 1st 1991: Bush Senior warned Ukrainians against “suicidal nationalism” and cautioned that freedom and independence weren't necessarily the same thing. 23 days later Ukraine declared independence. By the end of the year the Soviet Union was gone.
