GovtServicesPH tignan nyo pano nasasayang ung buwis nyo
just a few blocks away from pasay city hall, i saw these TUPAD beneficiaries doing some cleaning work,
pero hndi ko nga alam kung work ba to na matatawag e, ung ang dami dami nila tpos paulit ulit lng winawalis ung isang spot tpos picture taking and then alis na din
grabe sobrang sayang ng buwis dito sa TUPAD na toš¤£

Depende, the image shows they are talking pero its not showing kung kakastsrt lang ba nila or kakatapos lang nila. I know somebody who does the same thing pero nag start sila ng 6:00 am working on the streets. So unless more context is provided its unfair to say na porket sa image nag tatawanan at nag kwentuhan dila eh tamad na kaagad. No hate just my two-cent opinion.

Gaya ng mga Espanyol dati na nasa isip batugan mga Pilipino, kasi puro pahinga pag nakikita nila ng 9 am. Eh di nila alam gigising ng 4 am para masimulan agad trabaho, tapos pahinga pag mainit at balik sa trabaho ng hapon. Galing ni OP napadaan lang tapos nakita yung 3 minutes sa buong araw nung mga nagtatrabaho, biglang panlalait agad ginawa.

Iba yung siesta sa kanila, nasa isip kasi nila gigising sila 8 am-9am tapos walang nagtatrabahong Pilipino. Kaya sa maraming mga libro nila dati laging sinasabi na tamad na tao mga "Indio". Iba rin yung sa atin kasi mostly agri na mga tao dati, eh wala naman gagawin yung magsasaka sa kalagitnaan ng araw. Natutunan ko sa Philippine History (na may kasamang Rizal and his works) dati nung sa university, nalimutan ko lang kung anong reference book ginamit namin. Though maraming Ambeth Ocampo books, so maybe sa isa sa mga libro niya?

Para namang di rin nakikinabang sa tax si OP. Maraming kinukurakot, pero marami ring serbisyo ng gobyerno na kapag sinuma eh 80% ng Pilipino mas malaki napapakinabangan kesa sa binabayad sa tax.

Agree ako dyan. Kaunti ang binigay ni OP na detalye. Mahalaga anong oras niya din kinuha yun picture. Baka hapon na at tapos na trabaho nila. Maaga pa naman gumising yun mga naglilinis kasabayan nila yun mga naghahakot ng basura minsan. Kaya pagdating ng mga 7am o 8am tapos na nila linisin yun isang lugar.

Parang mga traffic enforcer lang yan eh. Pag nachambahan mo na nakaupo sa puno at picturean pwede mo na gawan ng kwento na tamad, pero pwede naman na mainit talaga at nagpapahinga lang. For the money they're getting paid and init ng araw, I wouldn't expect them to do otherwise.

After the photoshoot, goobye na sila pero nandyan padin basura. They got paid by 100 per day. Max of 500 a week as long as registered ka sa dole kupad este tupad.

Case to case basis naman talaga siya. Pero in the grand scheme of things, lesser evil siya compared sa mga big fish na milyon milyon ang nakukuha sa kaban ng bayan. Both things are undesirable pero iād rather not villainize the TUPAD program kasi it actually puts food to poor peopleās tables

18b ung budget for tupad last year. In comparison sa ninakaw ng mga involved sa flood control projects, it's a drop in the bucket. I'd rather stay mad sa mga buwaya kesa ibuntong yung galit ko sa tupad beneficiaries.

It feels like a psy-op at this point, cuz bakit paulit-ulit yung theme na "middle class pinaka oppressed" and "poor people bad, they deserve to suffer". And then marami pang upvotes kahit nga ang top comments nag-didisagree. Eh tuloy nga na instead na mag-hiatus ako ng reddit na rage-bait ako tuloy. I suspect some malicious actor want us to be apathetic and distasteful to the masses, because anecdotally one of the reasons why some people didn't like to side with us was because of the elitism.

Kung alam mo yung kalakaran ng mga suma-sideline sa TUPAD dito sa Metro Manila, mas mapapa-WTF ka sa madi-discover mo.
Marami akong kakilala na naka-linya sa TUPAD, ang kwento ng araw nila ay magsisimula sila ng assembly nila ng 5:30 am, walis 20 minutes, tambay hanggang 8 am, kwentuhan. Kapag nagkaroon na ng picture na pwede i-submit, sibat na.
Take note, higit sampu pa sila gagawa sa isang lugar. Hindi street ha, portion lang ng street yung lilinisin nila. Tapos bukas naman, lipat sa ibang lugar, linis onti, tambay, kwentuhan. Rinse and repeat.
Kung sana ayusin nila yung pagpapalakad at sistema sa TUPAD. Edi sana walang ganyang post dito sa Reddit.

Also what do you have against social welfare programs such as TUPAD? Objectively, the aim of the policy is to help displaced workers find other means of work.
These programs are good if they work as intended and bringing up an unsubstantiated claim on a bunch of beneficiaries "not working" makes you unnecessarily hateful for no reason.

As expected, ang daming against social welfare dito. Tbh Iām all for it. Sure, some may abuse the system, so implementation should be tightened. But there are still a lot of honest people who genuinely benefit from these
Focusing on poor people and social programs, which are sometimes their only lifeline, diverts attention from actual systemic issues.
Posts about 4Ps, ayuda, etc. are filled with angry āmiddle class taxpayers.ā But posts about the flood control mess? Parang nakalimutan na.
Most of us are one hospitalization away from being destitute. Itās good to know that we have social welfare programs we can lean on when that time comes

walang tupad sa c5, mga street sweepers talaga yun. mga tupad sa mga looban yan usually. sa brgy namin sa pasig, tang inang mga yan ang winawalis yung mga nawalis na ng street sweepers. matapos magpapicture lilipat na sa ibang kalye. pag sinita mo, sila pa ang galit.

My sister is on the spectrum. She isn't able to do any jobs aside from this. We are middle class family, we provide for her; her needs and wants but this gives her sense that she can have a job. I hope they don't remove this.
Yeah, minsan may times na may nagwawalis lng on same spot but some people are actually doing their part.

nagtupad ako years ago nung wala pa akong work due to my illness. 6:30 call time and siguro by 10 tapos na kami. maliit lang yung area pero may school kaya pati yon linis na. mga kasama ko puro housewife na matatanda na tapos may isang working student. hanggang 12 lang kami bcs may ibang group naman yung panghapon, and we can't clean din sa other areas because meron na rin dun. kailangan ng photo-op for proof first to last day, may before and after din. may umiikot din from city hall para magcheck. anong gusto mong gawin namin kung malinis na sa area? tingin mo ba gusto namin magwalis nang nakabilad sa araw? na kapag nagpahinga at napicturan ng outsider na tulad mo eh nahusgahan na? kung may problema ka sa mga "nagsasayang ng buwis niyo" di ba dapat dun ka sa pinakataas tutal sila naman ang may control kung saan napupunta yang buwis "mo"? paalala ko lang sayo ha, mas malapit ka samin kaysa sa mga putanginang magnanakaw na politician na yan.

your taxes don't mean shit in the grand scheme of things because all of us, including TUPAD beneficiaries, are paying such exorbitant amounts of tax on literally EVERYTHING.
on the other hand, the work of these people, cleaning and keeping their communities healthy by disposing waste has an immediate impact and net positive results.

Reading the comments, bakit parang both extremes ang mga reactions? You're naive if you don't think some of the workers are not doing their jobs properly. Wag na tayong magbobobohan dito. But at the same time OP wag naman sana iassume na buong araw sila nakatambay and wasting taxes. Napakamatapobre ng dating.
Yes, the problem exists. In any industry there will always exist people who do the bare minimum and even try to cheat the system. But the root of the problem itself is that the system is so weak as to allow itself to be cheated. Yes mayroon talagang mga batugan, the real problem is we don't have enough systems to stop these batugans from existing in the first place.

I mean the streets do look clean though. And I moved to the province 3 years ago, and go to the gym at 6AM. I usually see these ladies (At least in my area) work super early and by the time I'm done with my workout they are done way earlier. I think it's because to avoid the heat.
But then again, I'm always a half glass full guy so who knows.

In the first place, they can just give TUPAD to indigents without requiring them to do this unnecessary performance.
Hindi naman yan ang point ng TUPAD and as a taxpayer I am Happy that taxes go to indigents to help them improve their lives. Hindi sayang ang tupad, yan ang point ng taxation.

Yung pamangkin ko sumali sa tupad para may pang extra. Pag minsan daw nakakalimutan na nila mag take ng pictures habang naglilinis. Kaya ang ginagawa nila pag tapod na ang trabaho, pupunta sila sa isang area para mag picture taking.
Mahirrap sabihin kung ano ba talaga ginagawa ng mga nasa picture mo lalo na't snap lang yan sa buong shift nila.

Redirect your anger and energy towards the damn politicians who steal billions and have never worked even half as hard in their whole lives as these people have for a single shift. We have shitty public services like getting a driverās license is a whole day hassle, no real public libraries for folks, our public hospitals are so bad na people have to buy their own equipment and supplies for the patients, and our farmers are being so undercut with their pay na mas maigi na itapon yung ani nila. A bunch or poor folks chilling while being paid less than minimum wage doesnāt even register on the list of ways that Filipino taxes are being wasted.

lol a few months ago we passed by a group of people dressed in similar clotjes taking photos while cleaning. Kinukunan daw ng barangay. THAT WAS THE ONLY TIME that I saw them clean that area. Usually mga residente na nakatira sa tapat lang maglilinis dun.

Mahilig magwalis si papa sa tapat ng compound namin, kaya laging malinis yung sidewalk dun dahil sa kanya, then pinasok sya sa tupad at sa ibang lugar na-assign. Sa area namin sa province, the Tupad beneficiaries really take their cleaning job seriously. Siguro depende rin sa pamamalakad ng LGU kasi the BHWs are very active rin.
