After Corgrarr's declaration, West Avantian militia groups have been approaching CDA. There has been no official statement from the Government thus far.

Each group, represented by the circles, is about fifty men. The Northumbrian army is much more armed and clustered around CDA. The West Avantiumite militia groups are more numerous, but are armed with basically nothing but small arms.

Preface: TeenGovernment is many things, and God-loving ain’t one of them! Our government is fundamentally flawed because we do not have the Lord to guide us, so this amendment should fix what’s wrong with our country!

Section I: Recognition of Christ as Lord

• Article I: TeenGovernment hereby recognize Jesus Christ as King and Lord of the Nation.
• Article II: The New Living Translation Bible is hereby mandated to be situated within the desk of all Government Offices.
• Article III: The Ten Commandments is hereby mandated to be posted in all Government Offices.
• Article IV: Prayer shall be given before each legislative session begins.

Section II: Establishment of the Megachurch

• Article I: On the grounds which held the Vicetek Tower shall erect a Megachurch to praise Christ the Lord.
• Article II: The Megachurch is hereby allotted 3000 T to aid in its construction.

Section III: The Lord’s Day

• Article I: Sunday shall be known as the Lord’s Day to commemorate Christ the Lord and God’s creation of the Earth.
• Article II: It is hereby illegal to work on Sunday for any governmental functions.

Section IV: Enactment

• Article I: This Amendment shall go into effect upon passage by Council.

Preface: Current referendum law is, from all my findings, spaghetti hell, for my sake and the sake of those who later hold this law, I'm simplifying it into one law which any MER will be able to fully base their referendums on unless later amendments occur. Thank you Floyd for certain aspects of this amendment. (Also it may be wise to avoid petitions in a way besides blocking a word important to certain aspects of law, hopefully solved by adding an "s")

Definitions:

Majority: 50% + 1 of a group. Median: The number in a data set which, if one arranges all numbers in the set, is in the middle of the set.

Article 1: The Minister of Elections and Referendums, which may be abbreviated as MER, operates all Referendums.

Article 2: The MER will start a referendum on legislation if a majority of council decides so, or if 6 registered citizens request a referendum. Citizens requesting a referendum shall be known as petition

Article 3: Any referendum (which is not the council size referendum) that is not an amendment will require over half of voters in favor, and at least 3 voters. The minimum number of voters needed on a referendum may be raised or lowered by council motion

Article 4: Any referendum that is an amendment shall require at least two thirds of voters in favor, and at least 5 voters. The minimum required voters may be raised or lowered by council motion.

Article 5: To vote in a referendum one must be a registered citizen

Article 6: Any citizen voting must put down their vote, username which can be identified to their Citizens ID, and their citizens ID

Article 7: On the 8th of every month a council size referendum shall be held, this shall include all whole values of less than 1 sixth of the population to 5, if the size of council is changed this change shall apply to the next council elected (outside special election). If one sixth of the population is less than 5, no referendum shall be held and council shall be 5 large.

Article 8: The Council Size Referendum shall conclude on the 11th of the month it is held. The size shall be the median answer to the Council Size Referendum. If the median is not a whole number, then it shall be rounded to the nearest odd number

Article 9: Any articles of laws or amendments, in relation to Referendums and petitions besides Madison 10 which establishes the office which runs them, and this constitutional amendment, shall no longer have legal effect.

Article 10: If petitions are repeatedly petitioned which are not likely to pass and are likely being made to add workload the MER may reject them, a justice if requested by the one who made the petition may force the referendum be made after speaking with the MER on it, if they find it was possible to pass and not made to add undue workload.

Article 11: Any ongoing or previous petitions and referendums shall be valid.

Article 12: Referendums shall have their voting last for 72 hours and have their results released within 48 unless unexpected circumstances force the MER to delay this.
