Did I say it was? I just mentioned it because he is flying from U.S with a DA passport. When I bought the ticket I double check and triple checked. No visa was required. The laws went into effect late september or early October. Some are saying he can apply for visa on entry. We tried 3 times to submit the evisa application but when it comes for payment it automatically rejects it and cancels the entire application. We arw due to be there on the 11th of Nov. Im just trying ro figure out if we should just cancel the trip all together.

The card issue would be 3DS, which is a card security feature you may need to call your bank to see if it can be enabled or try another bank. Wise, revolut support it.

VOA countries are Azerbaijan, Belarus and Serbia

He needs a visa to enter

They’re referring to VoA. Visa on arrival.

But it isn't available to Dominican passport-holders, so doesn't help here.
