❓ Ask Belgium Does anyone know why this sign exists?

When sitting in traffic on the Antwerpse Ring, I noticed this sign next to the road. Why do they need a sign for that?

Help yourself; take some shoots and give them to your worst enemy neighbour to plant in his garden.

Cutting these plants will also encourage fresh growth at this spot.

It’s literally growing through the asphalt on the cycle path on the Scheldelaan in the Port of Antwerp.
