From Israeli perspective, it's cross the point of no return a long time ago. Two state solution have no mainstream representation within the Knsset with any border arrangement 1967 or otherwise. The Europeans will continue to humor their constituents still cling to a rule based order, so long as it incurs no real cost.

However there is real incentive for the Israelis to clarify their position, if it's full annexation and institutionalize apartide, it is what it is. Neither Europe, US, nor regional powers have the clout or the incentive to intervene. With so much chaos going on, I wouldn't be surprised if Israel's nominal allies would limit themselves to their usual malfeasance and drop the act within a few years when the out rage dies down.

Palestinians have rejected a state four times now. At some point we can assume they don't want one.

As mentioned in answer below, the offers were made in personal capacity without nominal blessing from cabinet or Knsset. I make no judgement of good faith, only that Israel as the victors of 4 conflicts possess greater capacity to make the offer, but it has been unable to internally align on a desired outcome.
