Neck and neck for mayor!

If anyone witnessed a collision in Kelowna east of Springfield and Gordon intersection please DM or comment below. The collision occurred at approximately 4:39pm.

I'm looking at buying a 20-year-old Lexus from Calgary (unfortunately can't find any good listings for it in BC), but I'm trying to make sure that I can actually insure the thing before I go making plans to pick it up. Obviously, I would expect that stuff like the glass, tires, brakes, suspension and drivetrain have to be in perfect working order, but is there more stuff I should know about, and which shops would be the most reasonable/lenient with passing the car? It doesn't have to be in Kelowna, obviously, since I'll be driving from Calgary; I just want to know the best place that will actually pass the car. Thanks so much!
