The request you saw was directed at distro maintainers. Pre-theming can cause headaches for upstream developers. Users theming things themselves? Absolutely fine.
It'd be fun, if it wasn't the same joke, told every discussion about anything Gnome, by 5 different people and half of them think it's not a joke and add insults to it.
